Established in 1999, Benchmark Engineering, Inc. is a full-service Professional Civil Engineering and Land Surveying firm providing Land Use Planning and Zoning, Civil Engineering, Land Surveying and Construction Staking Services.

Benchmark’s Principal / President / Project Manager, Rick Mummert, has a wide variety of Civil Engineering and Land Surveying experience spanning 34 years. Specific areas of expertise include Project Due Diligence, Entitlement, Feasibility Studies, Land Use Planning and Zoning, Land Development, Project Management, Master Planning, Infrastructure Design and Construction Management of residential, commercial, industrial and municipal projects ranging from one-acre to several thousand acres. He is also experienced in working with public agencies to acquire plan approvals, project permitting, and project financing.

Benchmark’s Principal / Vice-President of Engineering / Project Manager, Sergio Carrera, has more than 20 years of experience in Civil Engineering. He has a Professional Engineer License in the State of California. His expertise includes residential, commercial and structural design, water and waste water system analysis, hydrology and hydraulic design including HEC-RAS analysis. He also has a B.S. in Architectural Engineering from California Polytechnic State University, San Luis Obispo. Mr. Carrera is responsible for overseeing the Engineering Department and working with the project managers on project scheduling, quality control, contracts and budgets.

Benchmark’s Vice-President of Land Surveying, Michael “Syd” Halterman, has more than 24 years of experience in Land Surveying in both the public and private sector. He has a Professional Land Surveyor License in the State of California. Mr. Halterman is responsible for overseeing the Survey Department both field and office survey. His office survey responsibilities include, research, coordination and preparation of final maps, parcel maps, A.L.T.A. surveys, tentative maps, topographical surveys, as-built surveys, legal descriptions, and exhibits. He works with both office and field project managers on project scheduling, quality control, contracts and budgets.

Benchmark’s Principal / Secretary-Treasurer / Office Manager Michelle Cooper has more than 20 years in front and back office experience; 17 of those in the Civil Engineering and Land Surveying field. Her responsibilities include maintaining office services by organizing office operations and procedures, contracts, billings, overseeing all aspects of clerical functions. Maintains office staff and handles all Human Resource including benefits and payroll.

Rick Mummert (Principal/President)

Mr. Mummert has been the President of Benchmark Engineering, Inc. since its Incorporation in 1999. He has over 34 years of local experience in all aspects of Civil Engineering, Land Surveying and Construction Surveying. Areas of expertise include Land Use Planning and Zoning, Project Entitlement, Land Development, Engineering and Design, Master Plan Layout and Design. He has performed under the direction of Professional Staff a wide variety of office calculations including Final Maps, ALTA Surveys, Legal Descriptions, Roadway Design, Grading, Sewer, Water and Storm Design including project Hydrology Studies. He has extensive experience working with City, County and State agencies to acquire plan approvals, permitting, project feasibility and project financing.

Sergio Carrera, CA RCE 67589 (Principal/Vice-President of Engineering)

Mr. Carrera is Vice-President of Engineering at Benchmark Engineering, Inc. Mr. Carrera has over 20 years of experience in the Engineering field and is a registered Civil Engineer in the State of California. Mr. Carrera performs and supervises the completion of engineering calculations and preparing plans for buildings, water lines, sewer lines, storm water lines, water wells, sewage lift stations, and other public works. He Coordinates and performs construction inspections, prepares As-Builts, ensures conformance with construction plans, specifications and applicable state and local codes.

Michelle Cooper (Prinicipal/Secretary-Treasurer/Office Manager)

Ms. Cooper is the Office Manager at Benchmark Engineering, Inc. Ms. Cooper has been with Benchmark Engineering for 17 years. Her responsibilities include maintaining office services by organizing office operations and procedures, contracts, billings and overseeing all aspects of clerical functions. She maintains office staff and handles all Human Resource including benefits and payroll. Ms. Cooper has extensive experience in Public Works contracts, Davis Bacon, and Union projects. Her expertise includes Quick Books and Microsoft office.

Michael ‘Syd’ Halterman, PLS 8040 (Vice-President of Surveying)

Mr. Halterman is Vice-President of Land Surveying at Benchmark Engineering, Inc. Mr. Halterman has over 24 years of experience in the Land Surveying field and is a registered Professional Land Surveyor in the State of California. Mr. Halterman is responsible for overseeing the Survey Department; both field and office survey. Tom Geiss (Project Manager)

Mr. Geiss has over 28 years’ experience in various aspects of Civil Engineering. Mr. Geiss has been a project manager for the last 20 years. Mr. Geiss is responsible for initiating, planning, executing controlling and closing the projects of a team. His experience includes hillside subdivision grading and road design, numerous subdivisions, commercial/industrial site designs, condominium plans, and several pipeline projects.

Don Hicks (Project Manager)

Mr. Hicks has more than 40 years of experience in various aspects of Civil Engineering and Surveying. Mr. Hicks is responsible for initiating, planning, executing controlling and closing the projects of a team. He has extensive experience in project master planning and expertise in grading, water, sewer, storm drain and road design. He has designed, produced and/or managed hundreds of private and public sector development and construction projects.

Jeff Cissel (Survey Manager)

Mr. Cissell has over 20 years in the construction Staking field. He has been managing projects and field crews for 15 of those years. He oversees the Union field crews in all aspects of field surveying along with performing calculations on various construction staking projects. He has extensive experience with High Speed Rail, roads, highways, vertical structures, As-Builts and A.L.T.A. Surveys.
